Position Title: General Laborer
Location: Moncks Corner, SC
Reports To: Foreman / Superintendent
Employment Type: Full-time
Job Summary:
The Hillman or Top Man plays a critical role in underground utility construction, working at surface level to support the pipe crew during water and sewer installation projects. This position involves managing material flow, communicating with excavation crews, and ensuring safety and efficiency at the job site.
Key Responsibilities:
- Oversee surface-level operations during installation of underground water and sewer utilities.
- Direct and assist equipment operators in proper trenching and excavation alignment.
- Communicate effectively with the Pipe Layer (Bottom Man) to ensure accurate pipe placement and alignment.
- Prepare, lower, and organize materials, tools, and equipment into the trench as needed.
- Monitor trench safety conditions and report hazards immediately.
- Operate hand tools and small equipment (e.g., compactors, pipe lasers, levels)
- Maintain clean and organized work area at the surface.
- Read and interpret site plans and utility layouts.
- Coordinate with inspectors and project managers as needed.
- Follow all company and OSHA safety guidelines and procedures.
Qualifications:
- High school diploma or equivalent (preferred)
- Minimum 1–3 years of experience in utility or underground construction
- Strong knowledge of water and sewer line installation processes
- Familiarity with pipe materials, grades, and utility installation best practices
- Ability to read and interpret construction drawings
- Physically fit; able to lift 50+ lbs and work in all weather conditions
- Strong communication and teamwork skills
- Valid driver’s license (CDL is a plus)
- Transportation to and from work daily. End of day workdays can vary, and locations can change daily. (Personal, Reliable Transportation is preferred)
Preferred Skills:
- Experience with GPS or laser-guided equipment
- Trench safety and confined space training
- Knowledge of DOT and municipal utility standards
Work Environment:
- Outdoor construction sites; exposure to weather, noise, dust, and heavy machinery
- Standing, walking, lifting, and working near open trenches required
Responsibilities
- Assist with getting tools ready for the day
- Ensure Laser is operational, batteries are charged, and backup is ready
- Setup rotary laser
- Set up Tripod
- Shoot Grades
- Calculate
- Instruct Loader Operator of any special material layouts
- Assist with layout
- Measure from Bell to Center of fitting/structure for cutting pipe & assemblies
- Inspect & Prepare pipe for installation
- Inspect for damage
- Clean out the inside as needed
- Install chokers on pipe and set for optimum efficiency
- Install pipe gaskets
- Pre-Lube all spigots
- Cut and assemble water and sewer fitting assemblies
- Cut and bevel pipe
- Lube bell and spigot
- Assemble fittings on pipe (Bolt up, Push On, or Glue / Primer)
- Ensure fittings are installed in correct direction and distance
- Set pipe alignment
- Set laser alignment on initial start from manhole
- Check laser alignment every 2-4 cuts
- Inspect and prepare structure installation
- Inspect the structure for damage
- Verify that all materials are inside of structure
- Understand structure stack up order, paint order on structure
- Measure from bottom of structure to bottom of core hole, paint on side of structure, inform pipe layer and operator
- Install structure gaskets on all structures, pre-lube all barrel sections but NOT on the bases
- Install rigging on structure
- Clean the bottom of the structure off when the structure is hoisted in the air
- Adjust structure centerline based on cone requirements
- Run grade book, direct grade numbers on each line as needed per job and plan requirements
- Record all grades of installed materials
- Direct grades, slopes and all grade deviations to Operator and Pipe Layer
- Record all lengths on each line installed (Center of manhole/fitting to center of manhole/fitting)
- Measure structure centerline of structure installation (Use Grade Rod)
- Set track line
- Assist with site shut down (clean up, grease equipment)
- Work as a Team
